Diplomatic scandal erupts as Kyrgyz diplomat’s family assaulted in Russia

A diplomatic scandal unfolded in Moscow. On Monday, Russian police officers forcibly entered the apartment of a Kyrgyz diplomat, assaulted his wife, and frightened their children. In response, Kyrgyzstan issued a note of protest, as announced by the Ministry of Foreign Affairs in Bishkek on Friday.

On April 8, two police officers forcibly entered the apartment of Manas Joldoshbekov, the counselor of the Kyrgyzstan Embassy in Russia, to verify the legality of his residence as a foreigner within the Russian Federation. They demanded documents to confirm the legitimacy of his stay.

Despite presenting passports and diplomatic identification, the police officers continued to act aggressively. The diplomat’s wife sustained physical injuries, and their young children were frightened. Kyrgyz media outlets have linked this incident to the escalating harassment of Central Asian citizens following the terrorist attack in Krasnogorsk, near Moscow, which occurred on March 22. The attack tragically resulted in approximately 145 fatalities.

The following day, repressive actions began against migrants residing in Russia from Central Asian countries, primarily Uzbeks, Kyrgyz, and Tajiks. These individuals are under scrutiny by the authorities, and there have been reported instances of physical assaults or denial of taxi services upon discovering that the driver is a migrant from one of the aforementioned countries.

On Friday, the Ministry of Foreign Affairs of Kyrgyzstan released an official statement regarding the diplomatic scandal. “During the meeting (at the Russian Ministry of Foreign Affairs), the Kyrgyz side expressed concern about the actions of the Russian Federation’s internal affairs officers against the family members of the counselor of the Embassy of the Republic of Kyrgyzstan in Moscow. These actions grossly violated the provisions of the Vienna Convention on Diplomatic Relations of 1961. It was also noted that such actions against the accredited personnel of the diplomatic mission of the Republic of Kyrgyzstan by the law enforcement agencies of the Russian Federation are unacceptable and necessitate a thorough investigation and the swiftest possible prosecution of those responsible,” announced the Ministry of Foreign Affairs in Bishkek.

Representatives of the Russian Ministry of Foreign Affairs expressed regret and announced that, based on the official diplomatic note received from the Kyrgyz side, a verification procedure will be initiated. The Ministry of Foreign Affairs of Kyrgyzstan will be informed about the results of this procedure.
