New conscription law rules explained with TVP World’s Marek Steele-Zieliński

TVP World’s reporter Marek Steele-Zieliński took it upon himself to explain the issue of the new Ukrainian conscription law. According to the recent data presented by Eurostat, up to 850,00 Ukrainian men live in the EU and have temporary protection, such as refugee status. However, this number doesn’t include men who left Ukraine before the war and did not apply for refugee status.

Martial law currently in force in Ukraine prohibits men of the conscription age from leaving the country, but now they might face problems in certain situations, such as applying for a new passport abroad.

That, along with the general suspension of consular services for men aged 18–60, sparks a lot of discussion among Ukrainians living abroad.

The Ukrainian Foreign Ministry announced that individuals seeking a special certificate indicating their desire to return to Ukraine would receive assistance at embassies and consulates. On May 18, normal services will resume, processing applications submitted after April 23. This coincides with the implementation of a new mobilization law, designed to boost troop levels by offering incentives to volunteers and imposing penalties on those evading the draft.
