Polish drivers’ fuel expenditure spikes, surpassing year prior by millions

In 2023, Polish drivers found themselves shelling out an extra PLN 460 million (EUR 108 million) for fuel compared to the previous year, as revealed by the Polish Organization of Oil Industry and Trade (POPiHN).

Despite lower fuel prices, drivers collectively forked out PLN 190 billion (EUR 45 billion) on fuel, marking a significant increase from the preceding year, according to Krzysztof Romaniuk, POPiHN’s director of fuel market analysis.

This surge in expenditure was attributed to heightened fuel consumption and the expiration of measures designed to combat inflation, such as anti-inflation shields.

“Above all, since the beginning of 2023 the VAT tax returned to its previous level of 23%,” Romaniuk said.

“Additionally, in the middle of the year, the trade of liquid fuels was once again taxed at the same levels as retail sales,” he continued.

POPiHN’s report underscores that the fuel industry bolstered public finances by an estimated PLN 94 billion (EUR 22 billion) in revenue over the course of the year.

In addition to increased spending, data from POPiHN indicates a marginal uptick of about 0.2% in the number of filling stations across Poland in 2023. Notably, Orlen continues to reign as the dominant player in the market.

Approximately 31 billion liters of fuel, including petrol, diesel, and autogas, were sold at gas stations throughout the country in 2023.
