Estonia to support Ukraine with modernizing police force

Estonia and Ukraine have launched an international project to modernize the police in Ukraine and increase Ukrainians' trust in its officers, Estonian public broadcaster ERR TV reported on Monday.

The goal of the project is to improve the fight against crime in the Kirovohrad, Chernihiv and Zhytomyr regions, increase trust in the police and boost the sense of security among Ukrainian citizens. More than three million people lived in the areas before the war.

Estonia will also develop teaching materials in Ukrainian, and officers from Ukraine will come to Estonia in May to receive training there.

Preparations for the project began as early as 2019, but were put on hold due to Russian aggression against Ukraine. Estonian police executives met with their Ukrainian counterparts in Kyiv in February to finally launch the program.

Egert Belitsev, director general of Estonia's Police and Border Guard Administration (PPA), said that “joint action and close communication are even more important in light of the Russian attack,” he said.

Estonia can use its experience “to strengthen both the credibility of the (Ukrainian) police and security in the regions covered by the project,” Belitsev noted.

Ukrainian police chief Ivan Vyhivsky acknowledged that his officers “face difficult conditions, such as evacuating citizens, demining and prosecuting war criminals.” He stressed that Estonia's support in this area is “definitely needed.”

The PPA director stated that Estonia wants to learn from Ukraine about the organization and operation of the police in wartime.
