Enhancing security: Polish president's proposed military reforms

Polish President Andrzej Duda has forwarded a bill to Parliament aimed at bolstering the nation’s ability to counter threats, the National Security Bureau (BBN) announced on Thursday. Among the key provisions outlined in the presidential proposal is the establishment of a joint command for different branches of the military.

“The solutions are a response to changes in the security environment, including new forms of threats from the Russian Federation directed against Poland and other European Union and NATO countries,” reads the BBN statement.

The changes proposed by the president include strengthening the security management system by increasing coordination of actions, information exchange, and immediate response of public authorities, speakers of the lower and upper houses of parliament (Sejm and Senate), and Polish Armed Forces commanders.

The bill further suggests strengthening the country’s defense planning system by introducing regulations concerning key planning documents.

Additionally, the project aims to introduce a new measure, specifically, permanent defense plans. These would be designed to ensure that the Polish Armed Forces can respond immediately to sudden threats.

Moreover, “as part of the reform, the Operational Command of the Armed Forces and the General Command of the Armed Forces are to be transformed into the Joint Forces Command. Separate commands of the armed forces branches are to be established: the Land Forces Command, the Air Force Command, and the Navy Command, as well as the Medical Corps Component Command,” the BBN stated.

The presidential proposal further encompasses a reform of the Armed Forces Command and Control System. Its primary objectives are to enhance command coherence, streamline structures and procedures for both peacetime and wartime operations, and ensure readiness during peacetime for the effective execution of tasks in times of conflict.
