Kursk offensive is a legitimate military operation, not a landgrab, Kyiv officials say

Ukraine has no intention of annexing land from Russia but it has the right, under international law, to attack military targets inside Russian territory in order to protect its civilian population, two Kyiv officials said on Tuesday.
