The measure, passed by 468 votes to 88, offers legal protections and possible sentence suspensions for former militants who were not involved in killings, while setting procedures for their reintegration into society. It will take effect once Turkish authorities verify that the PKK has fully disarmed. The move follows jailed PKK leader Abdullah Öcalan’s February 2025 call for the group to lay down its weapons and dissolve. The PKK declared a ceasefire shortly afterward and announced its dissolution in May. Turkey, the US and the EU classify the PKK as a terrorist organization.
