Kallas spoke on Monday morning before a meeting of the bloc’s foreign ministers in Brussels, where Russia’s war against Ukraine was high on the agenda. She said “there are still some open questions” over the broader sanctions package, which requires unanimity among the EU’s 27 member states. Diplomats remain divided over a proposed ban on maritime services and tighter restrictions on Russian liquefied natural gas. The proposed package also targets banks, crypto platforms, drone production and Russia’s shadow fleet. The EU has repeatedly expanded measures against Moscow since its 2022 invasion of Ukraine, including earlier sanctions targeting Russian energy, banks and shipping. Kallas said ministers were “working towards agreement” on the wider package on Monday.
