Speaking about possible future engagement with the Kremlin, Kallas said EU member states first need to define what they expect Russia to concede. She added that she could “see through the traps that Russia is presenting,” while making clear that the EU is not currently entering negotiations. Kallas said the bloc is seeking proposals from member states for further sanctions targeting Russia’s military‑industrial complex and its so‑called shadow fleet, used to bypass restrictions on oil exports. The EU has repeatedly expanded sanctions over Moscow’s full‑scale invasion of Ukraine, including measures against vessels and companies linked to Russia’s shadow fleet that now covers more than 600 tankers and other ships.
