The European Defence Industry Programme (EDIP), covering 2025-2027, formally allocates €300 million to a dedicated Ukraine Support Instrument to help modernize Ukraine’s defense industry and integrate it with the EU’s industrial base. Lawmakers voted 457 to 148 in favor, citing the need to reduce reliance on external suppliers and respond to Russia’s ongoing aggression. EU Defense Commissioner Andrius Kubilius said the program will “shift production from improvisation to organization,” enabling joint procurement and integrating Ukraine’s defense industry with the EU’s industrial base. Member states must now give formal endorsement.
