Authorities allege the suspects prepared explosive parcels to be delivered by couriers, with two bound for Poland by truck and another for the U.K. by air freight. One parcel detonated prematurely at a German airport, moments before being loaded onto a plane. Those charged include citizens of Russia, Lithuania, Latvia, Estonia and Ukraine.
