Citing the city’s historic connection to past agreements, in a Wednesday post on X Tusk said: “Not everyone may remember this, but in 1994 Ukraine already got assurances of territorial integrity from the U.S., Russia and the U.K. in Budapest. <br><br> “Maybe I’m superstitious, but this time I would try to find another place.” <br><br> Under the 1994 memorandum, Ukraine gave up its key military deterrent — what was then the world’s third-largest nuclear arsenal estimated at around 1,900 strategic warheads — in exchange for assurances of security and sovereignty. <br><br> Russia breached the memorandum, as well as international law, when it launched its full-scale invasion of Ukraine in 2022. <br><br> Budapest is among several possible venues floated for talks that could also involve U.S. President Donald Trump, though no details have been confirmed.
