The Foreign Ministry of Ukraine has suggested a provisional UN administration in Russia, beginning in a city in the Arctic region that was once a labor camp.
The proposal was made by Heorhii Tykhyi, the Ministry’s spokesperson, in response to Russian President Vladimir Putin’s call for Ukraine to have a UN-led government to organize elections.
Tykhyi made the tongue-in-cheek suggestion in a post on X.
“Counter-offer: temporary UN governance in Russia, starting with Vorkuta. It seems that locals would benefit greatly from any governance other than Putin, who spends billions of dollars on his criminal war against Ukraine,” he posted alongside a photo of Vorkuta.
Putin floated the idea of establishing temporary governance in Ukraine on Thursday. He proposed that the UN would oversee its administration, paving the way for democratic elections, The Guardian reported.
A U.S. spokesperson swiftly turned down the proposal, while the Kremlin claimed that Putin had mentioned it during recent phone calls with Trump.

Established in the 1930s as part of the Soviet Union’s vast network of penal colonies known as the Gulag, the town of Vorkuta was originally a forced labor camp, where political dissidents and other prisoners worked in coal mines.Counter-offer: temporary UN governance in Russia, starting with Vorkuta.
