Russia's foreign minister plans to visit Malta in December to take part in a meeting of the Ministerial Council of the Organization for Security and Co-operation in Europe (OSCE), the Vedomosti daily reported on Friday, citing foreign ministry spokeswoman Maria Zakharova.
