U.S. Vice President Kamala Harris ruled out bilateral peace talks with Vladimir Putin if elected next month, saying, “Ukraine must have a say in the future of Ukraine.”
In an interview on CBS’s 60 Minutes on Monday night, the Democratic candidate for president gave details on her policy toward the Ukraine war if elected in November.
Asked how she saw success in the context of the war, Harris replied: “There will be no success in ending that war without Ukraine and the UN Charter participating in what that success looks like.”
Asked by CBS whether she would “meet with President Vladimir Putin to negotiate a solution to the war in Ukraine,” Harris was unequivocal.
“Not bilaterally without Ukraine, no,” she said. “Ukraine must have a say in the future of Ukraine.”
She was less unambiguous, however, on whether she would expand NATO to include Ukraine, saying only that such issues would be dealt with if and when they arise.

“Now, we are supporting Ukraine's ability to defend itself against Russia's unprovoked aggression,” she said.
The vice president did not hesitate to attack her rival for the White House, Republican nominee Donald Trump, who declined a similar appearance on 60 Minutes.
“If he were president, Putin would be sitting in Kyiv right now,” she said. “He talks about, oh, he could end it on day one. You know what that is? It’s about surrender.”
Both presidential candidates met Ukrainian President Volodymyr Zelenskyy last month when he visited the U.S. for the UN General Assembly. He presented both of them and the incumbent, Joe Biden, with his Victory Plan for the war.
