EU finance ministers approve Poland’s National Recovery Plan changes

EU finance ministers have approved changes to Poland's National Recovery Plan (KPO), allowing the country to submit formal payment requests.

Amid a dispute over Poland’s rule of law during the previous government, the EC blocked EU funds for the country. Following the unfreezing of the KPO in February after meeting some of the EU ‘milestones’, Poland received the first tranche of €6.3 billion in April.

Poland's government initially requested the revision of the KPO on April 30, with the European Commission approving the changes on July 2.

The decision by the EU finance ministers concludes the formal approval process. Poland could not request further payments until the finalization of this process.

Following the approval, Poland’s Minister of Development Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, said that the country would submit two additional payment requests in September.

According to the development ministry, the money from subsequent payments will reach Poland by the end of 2024. In total, the country could receive up to €60 billion from the KPO, contingent on meeting specific commitments known as milestones.

The revised plan includes changes to 14 out of 55 reforms and 27 out of 56 investments, such as scrapping the increase in registration fees for combustion vehicles.
