Russia says it will not participate in potential second peace summit

Moscow has declined participation in a potential second peace summit focused on Ukraine, calling it “a dead end and an ultimatum,” as reported by Russian state news agency RIA Novosti on Thursday.

This comes after Bloomberg reported Ukraine's intention to organize another summit in the months ahead, potentially before November’s U.S. presidential elections, citing sources familiar with the matter.

The initiative for another summit is believed to be driven by Kyiv's concerns about the potential return of Donald Trump to the White House.

Western officials have indicated that any such summit would need a clearly defined purpose, with some U.S. insiders anonymously expressing doubts about the feasibility of a meeting involving Ukraine and Russia, Bloomberg reported .

Russian Deputy Foreign Minister Mikhail Galuzin criticized Ukrainian President Volodymyr Zelenskyy's “peace formula” as an “impasse and ultimatum.” He also accused Ukraine of ignoring alternative initiatives aimed at resolving the conflict in Ukraine, according to RIA Novosti, which is among the Russian entities subject to EU sanctions.

“We see this as another manifestation of fraud,” Galuzin said. “We reject such ultimatums and will not participate in such summits.”

The first peace summit took place on June 15–16 in Bürgenstock , Switzerland, involving over 90 countries and international organizations. President Zelenskyy hailed the event as a significant success for Ukraine and its partners.

While most participants signed the summit's final statement in June, several major countries from the Global South, including India, Brazil, the United Arab Emirates, and Saudi Arabia, declined.

Russia was not invited to the initial summit, and China turned down the invitation.
