Bulgaria’s president has said that there is no consensus on the type of support Ukraine needs to win its war against Russian aggression.

Speaking at the Bucharest Nine (B9) summit in the Latvian capital Riga on Tuesday, Rumen Radev said that although all members agreed that Ukraine should be helped to defend itself, no B9 members could agree on how.

He said: “Yes, we all want Ukraine to regain its territorial integrity. [However] we must take reality into account, because the reality is that Ukraine does not have the appropriate resources: material, financial or human, to achieve this goal.”

Continuing, he said that there were two ways open for Ukraine; one being peace negotiations while the other being support from NATO countries, to which he added “each country should choose for itself how to support Ukraine.”

Radev went on to say that unlike in previous B9 summits, this year there was no consensus among members so no joint statement from all participants would be announced.

Instead a joint statement was released by the three co-chairs of the meeting - its host, the President of Latvia Edgars Rinkēvičs, as well as the presidents of Poland and Romania, Andrzej Duda and Klaus Iohannis.

The Bucharest Nine is an informal platform for cooperation between the countries of NATO's eastern flank.

The meeting was attended by NATO Secretary General Jens Stoltenberg and the new member states of the Alliance Sweden and Finland.

Since its creation in 2015, there have been eight meetings held at the level of heads of state.
