S. Korea introduces export controls on goods to Russia, Belarus

The South Korean government has expanded the list of 682 items of products with actual or potential military applications subject to export controls to Russia and Belarus. According to the regulation starting from Saturday, export of all used cars to these countries will be essentially prohibited.

The decision announced on Tuesday by the Ministry of Trade, Industry, and Energy means that from February 24 onwards, without obtaining special permission from Korea, a total of 1,159 products cannot be exported to these two countries.

The new list includes heavy construction equipment, batteries, machine tools, and used cars with engines exceeding 2000 cc, which constituted the main part of South Korea’s vehicle exports to Russia.

According to data from the Korea International Trade Association, in 2022, South Korea exported 19,628 used cars to Russia, representing an increase of over 700% compared to the previous year.

As local media points out, the change will essentially prevent the sale of all midsize cars to Russia and Belarus.

It makes for yet another series of restrictions imposed by Seoul in response to Moscow’s invasion of Ukraine.

“This is a policy coordinated with the international community,” said a ministry official quoted by the Yonhap news agency. “The government will strengthen the fight against illegal trade,” including through third countries.
